Cell Phones

Okay. I have managed to keep myself away from owning a cell phone until now. However, with the moving down here and the whole apartment thing, rather than getting a regular ol' house phone, I'm thinking of getting a Minneapolis-based cell phone, so people can still call me as if I were still there.
However, I am confused by all of the cell phone plans, and who has what available.

Now I know that a lot of you are more cell=phone savvy than I, and I'd like some advice on which company/which plan might be the best to get for me to be down here (Des Moines) but still based out of Minneapolis? AND without paying through the nose or any other orifice?
